The CMLS system for the Columbia area is undergoing significant changes for both Realtors and Appraisers. Most everyone that uses the system has been informed that they must attend a mandatory instructional session prior to going live on January 30th.
While the system is designed for Realtors, CMLS has taken into consideration some of the necessary items that make the appraiser’s job more complete, but the consideration is secondary as the appraiser is not the primary user. While the information is there, the new system has routed the data in a different form and in a different location. This creates a process flow issue for appraisers. The instructional information appraisers are provided at the classroom was quickly covered. Many did not get the full effect of the system’s capabilities.
CMLS is reaching out to all appraisers that utilize this new system and is willing to hold a separate 2-4 hour class designed for appraisers only. In order to do this, CMLS requires additional feedback from those appraisers using the system in the form of questions or concerns.

The S.C. Real Estate Appraisers Board held its quarterly Board meeting on November 17, 2016. Items discussed and approved by the Board will be implemented in the coming year. The following are items of interest for licensees:
The application fee for the temporary practice permit will increase to $150 beginning January 1, 2017.
The process to obtain bids from interested providers to conduct a fee study has begun. This fee study is being conducted to determine customary and reasonable fees in the various markets of South Carolina. The Board hopes to have this study completed in 2017 with biennial updates to the fee study.
The process of obtaining bids from interested parties for background checks also has started. When the bids are received and approved, background checks on all initial applications will begin. More information concerning background checks will be shared when the final procedure has been determined.
CE Broker was awarded the bid for continuing education tracking by LLR and several boards/commissions already have this program in place for their licensees. The Board is hopeful this will be accomplished for the Appraisers Board in 2017 and be available for Appraiser continuing education requirements due for renewal in June 2018. More information will follow as this procedure progresses.
The Board will be reviewing the current statutes and regulations in the coming year with the anticipation of the Appraisal Management Company (AMC) bill being passed. There are some potential changes to the appraiser criteria from the Appraisal Qualifications Board (AQB). Please continue to offer your comments on the Appraisal Foundation's website (http://www.appraisalfoundationorg) during exposure drafts from the AQB concerning these changes. It is anticipated that approved AQB changes will go into effect January 1, 2018.
