Procurement Services

The Department of Labor, Licensing and Regulation (LLR) Procurement Services is located at 121 Executive Center Drive, Columbia, SC 29210 in the Congaree Building of the Synergy Office Complex. LLR certification limits are:
Supplies and Services - $100,000 per commitment

Individual Procurement authority limits are as follows:

Agency Director: $10,000,000
Director of Finance and Procurement: $75,000
Business Managers: $10,000
Procurement Manager: $10,000

Solicitations and Awards

LLR utilizes the South Carolina Enterprise Information System (SCEIS) for its solicitations, awards and other purchasing activities. Solicitations and awards can be found at the Division of Procurement Services website, To find bidding opportunities posted by LLR, click on Contracting Opportunities, select Central Purchasing (SCEIS) Solicitation-Information Technology and Supplies & Services then choose the Purchasing Agency dropdown menu and select Labor, Licensing & Regulation.

Statewide Term Contracts

LLR must use the Statewide Term Contracts procured by State Procurement Services. These contracts can be found at Division of Procurement Services and must be used if the product/service is available. If you need assistance finding an item, contact a procurement team member.
