Initial Licensing
It is imperative that all applicants applying for licensure familiarize themselves with the Modular Buildings Construction Act and Building Codes Council Regulations (8-600) prior to practicing in the profession.
Modular Building Manufacturer:
To become a licensed modular building manufacturer, you must complete the Modular Building Manufacturer License Application and submit it with the required supplemental documentation to the Modular Building Program. Please see the Applications and Forms page for a complete list of requirements.
A modular building manufacturer must contract with an approved inspection agency licensed with the Modular Building Program, and employ a licensed modular building manufacturer's representative at all times.
Manufacturer's Representative:
The manufacturer's representative may be "any person employed by a modular building manufacturer who sells, or offers for sale, modular buildings or components," per SC Code of Regulations 8-602 (18).To become a licensed manufacturer's representative, you must complete the Modular Building Manufacturer's Representative License Application and submit it with the required documentation to the Modular Building Program. Please refer to the applications below for a complete list of requirements.
Approved Inspection Agency:
An approved inspection agency "means an agency approved by the Council to provide plan review and approval, evaluation, and inspection in addition to adequate follow-up services at the point of manufacture to ensure that production units are in full compliance with the provisions of the Modular Building Construction Act," per SC Code of Regulations 8-602 (3).
To become licensed as an approved inspection agency, you must complete the Approved Inspection Agency application and submit it with the required supplemental documentation to the Modular Building Program. Please refer to the applications below for a complete list of requirements.
An approved inspection agency must retain a building construction-oriented registered professional engineer or architect who must be responsible for compliance with the Modular Building Construction Act and regulations of the Council. For details regarding the approved inspection agency's responsibilities, please carefully review the SC Code of Regulations beginning at 8-600.

Applicants for the manufacturer's representative license may submit their application online by downloading the forms and instructions below and clicking here only once the supplemental forms are completed.
Label Disposition Reports:
Licensed Modular Building Manufacturers must submit a Label Disposition Report monthly in accordance with SC Code of Regulations 8-615(1). Reports may be submitted to the Program for processing via email or mail using the contact information below.

Surety Bonds:
At their meeting on March 24, 2021, the SC Building Codes Council voted that, per SC Code of Regulations 8-623, surety bonds are the only allowable form of security meeting the requirement of the Regulation for modular manufacturers and manufacturer's representatives.
Original bonds must be issued on the Council-approved License Bond Form and be submitted to the S.C. Building Codes Council demonstrating the principal's signature and a visible surety company seal on the bond form. Surety bonds must be accompanied by a copy of the surety's Power of Attorney. Surety bond continuation certificates, cancellation certificates, or reinstatement certificates should be submitted to the Council upon receipt from the surety company.
